国内初のトークン化預金によるセキュリティトークン決済の実発行検証の完了のお知らせ

　株式会社SBI証券（代表取締役社長：髙村 正人、以下「SBI証券」）、大和証券株式会社（代表取締役社長：荻野 明彦、以下「大和証券」）、株式会社SBI新生銀行（代表取締役社長：川島 克哉、以下「SBI新生銀行」）、株式会社BOOSTRY（代表取締役社長：平井 数磨、以下「BOOSTRY」）、大阪デジタルエクスチェンジ株式会社（代表取締役社長：朏 仁雄、以下「ODX」）、株式会社ディーカレットDCP（代表取締役 社長執行役員 CEO兼COO：平子 惠生、以下「ディーカレットDCP」）は、セキュリティトークン（以下「ST」）1の二次流通市場の発展に向けた新たな決済スキームを実現するべく、2025年12月26日付「国内初のトークン化預金によるセキュリティトークン決済の実発行検証に関する協業開始について」2に基づき、トークン化預金DCJPY（以下「DCJPY」）を利用したSTのDVP3決済の実証（以下「本プロジェクト」）を実施しました。

■本プロジェクトの背景

　2020年の国内初のデジタル債（私募債）発行以来、国内のST市場は商品性の多様化や取扱金融機関の拡大が加速しています。一方で、ブロックチェーン上でSTの受け渡しが即座に行われることに対し、資金決済は銀行振込で実施していることから、証券業界では決済リスクの管理強化と事務負担の軽減が課題として指摘されていました。今後のST市場の拡大にともない、この課題の解決は証券業界にとって重要となっており、デジタル通貨を活用したDVP決済方式の標準化と早期の実用化が期待されています。

　本プロジェクトでは、BOOSTRYとディーカレットDCPとのシステム連携による新たな決済スキームを、SBI証券と大和証券との間のSTの売買取引で実証しました。これにより、決済リスクと事務負担を低減するDVP決済をSTの二次流通市場における売買の決済方法の一つとして実証し、ST市場のさらなる拡大に貢献することを目指します。

■本プロジェクトの概要

〈実施概要〉

　STの二次流通時におけるDCJPYを利用したDVP決済を本プロジェクトの実証スコープとしており、BOOSTRYが開発を主導し、コンソーシアム事務局として運営・維持を行うブロックチェーン”ibet for Fin”4をプラットフォームとして発行・管理されるSTと、ディーカレットDCPのプラットフォームを利用してSBI新生銀行が発行するDCJPYを実証過程で利用しました。本プロジェクトにおける実証スキームと各参加者の役割は以下のとおりです。

①    売方証券会社はセキュリティトークン（ST）を仮移転（本移転前の準備）

②    STの決済情報を各システム間で連携

③    買方証券会社はDCJPYの発行を依頼（発行額を預金口座から専用口座に振替）

④    買方証券会社は、売方証券会社へのDCJPY移転（振込）指図を実施

⑤    ディーカレットDCPは決済情報を照合

⑥    DCJPY移転と同時にシステム連携によりST移転実行に署名（STが本移転）

⑦    売方証券会社はDCJPYの償却を依頼（発行額を専用口座から預金口座に振替）

〈トークン化預金DCJPY〉

デジタル通貨は、分散型台帳技術を活用して記録・管理・移転される、通貨的特徴を持つ資産の総称です。これにより、分散型台帳技術が有する機能的特徴によって決済にプログラマビリティを具備することが可能となり、証券決済のDVP化や証券事務フローにおける決済業務が効率化され、決済リスクの削減や事務負担の軽減などが見込まれています。本プロジェクトにおいて決済手段として利用するDCJPYは、ディーカレットDCPが提供するプラットフォーム上で、SBI新生銀行の預金とトークンとを紐づけしたトークン化預金です。銀行預金と紐づけしたトークン化預金は、価値の安定性や会計処理方式など一般的な預金の性質を有していることから、ST決済における有力な選択肢と考えられております。

　〈実施結果〉

2026年3月、ディーカレットDCPが発行したデジタル社債とSBI新生銀行が取り扱うDCJPYを用いて、ST二次流通時のエスクロー型DVP決済の検証を実施しました。

具体的には、ディーカレットDCPが発行したST社債について、大和証券からSBI証券への売却（二次取引）およびSBI証券から大和証券への売却（三次取引）を対象に、ibet for FinとディーカレットDCPのDCJPYネットワークを連携させ、一連の証券・資金決済オペレーションを確認しました。その結果、国内初となる、STとデジタル通貨を実発行したうえでの、STとのDVP決済の検証を完了し、両取引において関係者間で想定した業務フローを実行できることを確認しました。これにより、デジタル通貨を活用したSTのDVP決済の実現可能性と、商用化に向けた実務上の課題を具体的に把握することができました。

〈商用化に向けた課題〉

商用化に向けた主な課題として、ibet for FinとDCJPYネットワークのデータ連携・決済照合・指図処理等の更なる自動化およびUI/UXの改善や、証券会社・銀行の既存システムや市場インフラとの接続、会計・資金管理・権限管理等を含む業務運用の整備などが挙げられました。今回の実証により、DVP決済の実現可能性に加え、商用導入に向けて優先的に取り組むべき論点を抽出することができました。

〈今後の方向性〉

今後は、各社の状況や市場動向を踏まえつつ、まずは限られた参加者によるスモールスタートを目指して、証券会社間におけるDVP取引および資金清算業務の効率化に資する運用モデルの具体化を進めてまいります。その過程で、関係者間の協議を通じて、システム連携、運用ルール、契約・役割分担等を段階的に整理し、実務に耐えうる要件を明確化していきます。中長期的には、参加主体の拡大や既存市場インフラとの接続、標準化に向けた条件整備を見据え、より汎用性の高い決済基盤の実装を目指してまいります。

Regarding the Commencement of Collaboration on the First-in-Japan Practical Verification of Security Token Payments Using Tokenized Deposits

(President and CEO: Akihiko Ogino, hereinafter “Daiwa Securities”), SBI Shinsei Bank, Limited (Representative Director, President: Katsuya Kawashima, hereinafter “SBI Shinsei Bank”), BOOSTRY Co., Ltd. (President and CEO: Kazuma Hirai, hereinafter ‘BOOSTRY’), Osaka Digital Exchange Co., Ltd. (Representative Director & President: Kimio Mikazuki, hereinafter “ODX”), DeCurret DCP Inc.(Representative Director, Chairman and President: Satoshi Murabayashi, hereinafter “DeCurret DCP”) have commenced collaboration on a proof-of-concept (hereinafter “this project”) for DVP2 settlement of security tokens (hereinafter ‘ST’) using tokenized deposits DCJPY (hereinafter “DCJPY”). This aims to realize a new settlement scheme for the development of the secondary market for security tokens. Project participants conducted verification of DVP settlement for ST and DCJPY using test data in August 2025, largely completing the system design and operational workflow for DVP settlement as envisioned for secondary ST trading. Moving forward, they will proceed with verification using actual issuance of ST and DCJPY.

• Background of This Project

　Since the issuance of Japan's first digital bond (private placement bond) in 2020, the domestic ST market has accelerated in diversifying product offerings and expanding the range of financial institutions handling them. By the end of November 2025, the total amount of public offerings had grown to ¥270 billion3. However, while ST transfers occur instantly on the blockchain, fund settlements are conducted via bank transfers. This has led the securities industry to identify strengthening settlement risk management and reducing administrative burdens as key challenges. As the ST market expands, resolving these issues becomes increasingly important, with expectations for standardizing and rapidly implementing a DVP settlement method utilizing digital currencies.
　This project will demonstrate a new settlement scheme through system integration between BOOSTRY and DeCurret DCP, applied to ST trading transactions between SBI Securities and Daiwa Securities. This aims to demonstrate DVP settlement as one method for settling trades in the secondary ST market, reducing settlement risk and administrative burden, thereby contributing to the further expansion of the ST market.

• Overview of This Project

〈Demonstration Scope〉
　This project's proof-of-concept scope involves DVP settlement using DCJPY during secondary trading of STs. BOOSTRY will lead development and operate/maintain the blockchain “ibet for Fin”4 as the consortium secretariat platform. STs issued and managed on this platform, along with DCJPY issued by SBI Shinsei Bank using the DeCurret DCP platform, will be utilized during the proof-of-concept process. The demonstration scheme and roles of each participant in this project are as follows:

①    The selling securities firm temporarily transfers the security token (ST) (preparation before final transfer)
②    ST settlement information is synchronized between systems
③    The buying securities firm requests issuance of DCJPY (transfers the issuance amount from the deposit account to the dedicated account)
④    The buyer securities firm issues a transfer (wire) instruction for DCJPY to the seller securities firm
⑤    DeCurret DCP verifies the settlement information
⑥    Simultaneously with the DCJPY transfer, signs the ST transfer execution via system linkage (ST undergoes final transfer)
⑦    The seller securities firm requests the redemption of DCJPY (transfers the issued amount from the dedicated account to the deposit account)

　〈Tokenized Deposit DCJPY〉
　Digital currency is a general term for assets possessing monetary characteristics that are recorded, managed, and transferred using distributed ledger technology. This enables programmability in settlement through the functional features of distributed ledger technology, streamlining securities settlement processes such as DVP (Delivery Versus Payment) and settlement operations within securities administrative workflows. This is expected to reduce settlement risks and alleviate administrative burdens. DCJPY, used as a settlement means in this project, is a tokenized deposit provided by the DeCurret DCP platform, representing tokenized bank deposits. Tokenized deposits are considered a strong candidate for ST settlement due to their properties, such as value stability and accounting treatment, which align with those of conventional deposits. In this project, SBI Shinsei Bank will issue and redeem DCJPY using the platform provided by DeCurret DCP.
 
　〈Current progress〉
　In August 2025, project stakeholders gathered to conduct verification of ST corporate bond and DCJPY DVP settlement using test data. Specifically, after clarifying the operational flow for securities settlement in ST's secondary market among stakeholders, the project confirmed a simulated DVP settlement scheme. This involved using verification ST corporate bonds issued via the “ibet for Fin” blockchain test environment—developed under BOOSTRY's leadership and operated/maintained by the consortium secretariat—alongside verification DCJPY issued via the DeCurret DCP test environment. The implementation involved participation from all securities settlement stakeholders, including the participating companies for the actual issuance verification—the primary objective of this project—enabling confirmation of the system image and operational workflow related to DVP settlement. Moving forward, we will advance discussions on system integration and operational procedures between both the ibet for Fin and DeCurret DCP platforms, aiming towards proof-of-concept with actual issuance of ST and DCJPY.
 

• Future Outlook

　This project is positioned as the first step toward achieving instant gross settlement for STs in the future. Following this proof-of-concept, we plan to widely disseminate the results to ST market participants. We will then advance discussions among stakeholders toward practical implementation, enabling the new DVP settlement scheme verified in this project to be used between multiple securities firms participating in the ST secondary market “START” operated by ODX and the ST platform. By establishing this settlement scheme as one of the common settlement infrastructures in the secondary market for ST, we will enhance market efficiency, reduce settlement risks, and contribute to the development of a healthier market.

Today, December 25, 2025, marks the second anniversary of START, our secondary market for security tokens (ST). All of us at ODX would like to express our deepest appreciation to our investors and all other stakeholders; this milestone would not have been possible without your immense support and patronage.
 
Over the past year of market operations, we have seen a period of transition in the institutional landscape, including responses to tax reforms, which led to a temporary plateau in the primary market. However, this period also facilitated essential discussions on the nature of these products, and the market environment for the future is steadily taking shape. Thanks to your support, START now handles seven issues, solidifying our foundation to provide reliable opportunities for investors.
 
Looking at trends across the primary market, we see great promise for the diversity and future expansion of STs. In addition to the increasing scale of traditional real estate-related assets, there is growing interest in the issuance of non-real estate assets. Furthermore, it has been a year of heightened expectations for market growth on the infrastructure front, highlighted by active discussions regarding stablecoins.
 
We position this coming year as a time for leapfrog growth, using our achievements to date as a foundation to establish START as the core infrastructure supporting ST distribution in Japan. Driven by our mission to lead improvements in reliability and liquidity through sound and smooth market operations, we will continue to expand the range of assets and issues available. By doing so, we aim to broaden choices for investors, contribute to market revitalization, and enhance convenience to ensure START remains the market of choice for both investors and issuers.

1． 背景と目的

国内・公募におけるセキュリティトークン市場は、2025年7月末時点で累計発行金額が1,938億円を上回る規模まで成長しており（※3）、2025年度からは不動産セキュリティトークンの発行がより加速すると共に、税制改正により新たに可能となる動産を裏付けとしたセキュリティトークンの検討等も進む見込みです。

また、取引市場としては、大阪デジタルエクスチェンジが2023年12月に開設したセキュリティトークンのセカンダリーマーケット「START」が本格的に稼働し、不動産セキュリティトークンの取引が行われているほか、今後、セキュリティトークン社債の新規取り扱い等による市場規模の拡大が期待されます。

一方で、セカンダリーマーケットにおけるセキュリティトークン売買代金の証券会社間の資金決済においては、セキュリティトークンと資金の交換が同時に行われないため、カウンターパーティ信用リスクが存在しています。

足元では、資金決済法に準拠したステーブルコインの発行が現実的になりつつあります。ステーブルコインは、証券決済プロセスを将来的に効率化・高度化させるための有望な手段として注目されています。本プロジェクトは、ブロックチェーン上のスマートコントラクト（※4）を活用した証券決済のDvP決済を実現し、セカンダリーマーケット取引における決済効率化とカウンターパーティ信用リスクの構造的な排除を実現する第一歩となります。

2. 将来像

ステーブルコインを活用することで、将来的には日中の個別の売買取引に対する約定後即時グロス決済（※5）によるDvP決済を実現し、取引相手の不履行に起因するカウンターパーティ信用リスク（CCR）を構造的に排除したセキュリティトークンのセカンダリーマーケット取引が可能となると考えています。

取引成立後、ブロックチェーン上の決済基盤に約定を連携することで約定後即時グロス決済が可能となると共に、ステーブルコインを活用することで既存の金融システムのメンテナンス時間に影響されない24時間365日の取引の実現も期待できます。

本プロジェクトにおいては、上記を将来のあるべき姿として見据えつつも、より近い未来で実現されるであろう「証券会社間におけるステーブルコインを活用したT+2のDvP決済」を目指す姿として定義し、現状からの差分を埋めることを目的として取り組みを開始しています。

3. 今後の予定

　セキュリティトークンのセカンダリーマーケット取引における証券会社間決済において、ステーブルコインによるT+2/DvP決済を業として実現する姿（目指す姿）を見据え、大和証券とSBI証券は実発行のセキュリティトークンの売買取引を、三井住友銀行発行のステーブルコインでDvP決済する業務運用検証を行います。本プロジェクトを通じ、ステーブルコインによるT+2/DvP決済の業務を行うのに必要なオペレーション、システム、法令対応を確認・整備するとともに、当該対応にかかる積残事項と解決策を把握する予定です。

本プロジェクトは3つのフェーズを設けて推進することを検討しており、フェーズ１（業務要件定義と次フェーズ以降計画）では下記をゴールとした検討を開始しています。

▪    目指す姿に向けた業務要件と目指す姿と現状のギャップ(課題)を整理し、解決策の方向性と優先順位を合意

▪    フェーズ２（技術検証）及びフェーズ３（業務運用検証）の計画を合意

なお、本プロジェクトにおいて得られた業務運用検証の結果は、適宜市場関係者とも共有し、実際の業務への適用についても検討を行います。

START, a secondary market for security tokens that began operations on December 25, 2023, marks its first anniversary today.
 
All of us at ODX would like to express our sincere gratitude to our investors and all other stakeholders for their support.
 
As you all know, security tokens are gaining recognition as a new means of fundraising and investment.
START currently handles six issues, up from two at its opening, and its trading value is gradually increasing.
 
Further activation of START will be the key to expanding the security token market in Japan, and we are striving to operate the market daily.
 
Today, START enters its second year of operation.

ODX officially begins Operation of “START”,

the First PTS in Japan for Security Tokens

Osaka Digital Exchange Co., Ltd. (Head Office: Kita-ku, Osaka; Representative Director & CEO: Kimio Mikazuki) today proudly announces the commencement of operation of "START", a proprietary trading system (PTS) for security tokens.
 
As Japan's first secondary trading market for security tokens, "START" will endeavor to offer flexible financing means for enterprises as well as to provide a wide range of investment opportunities to investors.
 
The total amount of security tokens issued have grown steadily year after year, as we have observed large deals being launched recently. We will dedicate our best efforts to collaborate with our participants and supporters (i.e. platform providers) so that the secondary market "START" can contribute to the further development of the security tokens market.
 
Moreover, the matching system inside START utilizes the cloud service of Amazon Web Services, Inc. (AWS). In the future, we will work toward to achieve straight-through processing (STP) by linking the cloud service with the platform on which the security tokens are based. This is expected to become a groundbreaking initiative for a core securities trading system with an eye toward the next generation of financial trading systems.
 
In addition to START, we will continue our endeavors in the equities PTS, which has already been in operation since June 2022, to contribute to the development of the financial market.

On this occasion, we also publicly announce that we have named our ST market “START”, as it is our firm belief that the more liquidity of STs the start of START will bring, the more funding opportunities there will be. We have named our market in the hope that the ST market will thrive more.

　ODX shall be exempted from so called “five percent rule” since ODX is designated as the financial institute which fulfills all requirements specified in Article 6-2 (2) (ii) of Order for Enforcement of the Financial Instruments and Exchange Act (a licensed PTS operator) on 16th June. (1)

　ODX shall be designated as the Recipient of Provided Information which constitutes High-Speed Trading on 17th June from Japan Financial Service Agency.(2)

1. It is obligation for investors to tender offer shares when they purchase the ownership ratio of shares more than five percent on the outside a financial instruments exchange market. Investors, however, do not have obligation of tender offer since ODX is exempted from five percent rule.
